You can ask how much you scored and what is the cut off under  Right to Information Act 2005.
The procedure is relatively straightforward, and application can be filed online.  They will reply you within 30 days ( I got the reply just in 10 days !).

Dear fellow friends,

Here we are starting a compilation of information on Ramalingaswami Re-Entry Fellowship.
Many of us who are abroad have applied for this prestigious fellowship by DBT India. Unfortunately, on DBT website, not much information is available. It seems the list of selected candidates from past years has also been removed from the official site. The detailed selection procedure is also not clear.
